WINGS – Working Interdisciplinary Network of Guardianship Stakeholders (2021-present)
The legislature passed House Bill 234 in 2021, directing the Supreme Court to establish the Working Interdisciplinary Network of Guardianship Stakeholders (WINGS) to provide ongoing evaluation of New Mexico laws, services and practices related to adult guardianship and conservatorship. The Network is comprised of a partnership of stakeholders which includes two protected persons under a guardianship, a family member (not appointed as a guardian or conservator), a professional guardian, a professional conservator, and representatives of the executive, legislative and judicial branches of government.
Under the new state law, the duties of WINGS are to:
A. identify strengths and weaknesses in New Mexico’s system of adult guardianship and
conservatorship;
B. identify the least restrictive decision-making options for alleged incapacitated persons
and protected persons under guardianship and conservatorship;
C. review national standards on guardianship and conservatorship practices and
recommend standards for implementation in New Mexico;
D. proposed methods of training guardians and conservators in best practices or adopted
standards;
E. recommend outreach, education and training as needed; and
F. serve as an ongoing problem-solving mechanism to enhance the quality of care and quality of life for adults who are or may soon be in the guardianship or conservatorship
system.
The Supreme Court appointed 24 initial members to the Working Interdisciplinary Network of Guardianship Stakeholders (WINGS) on August 3, 2021. After initial appointments, members shall serve staggered four-year terms and may be reappointed.

Public Involvement in WINGS
WINGS meetings are open to the public. The WINGS meetings for 2025 are a hybrid format (in-person and online). The meetings are broadcast live using a webinar format. Participants are able to view the live meeting on Google Meet. Please note WINGS meetings are not recorded.
Both written and oral comments will be accepted prior to and during WINGS meetings, based on the following rules:
1. Written comments will be accepted and distributed to the Network if members of the public submit their comments one week prior to the scheduled WINGS meeting. Please refer to the meeting dates below for the exact deadline for submitting written comments. Such comments should be submitted via email to: NewMexicoWINGS@gmail.com. Please include “written comment” in the subject line of your email.
2. Oral comments (public comments) may be presented during the public comment portion of WINGS meetings; however, such comments shall be limited to a total of 5 commenters and each commenter will be limited to 3 minutes for their remarks.
To make oral comments at a WINGS meeting, members of the public must send an email with their name, email and phone number and include “registration for public comment” in the subject line to: NewMexicoWINGS@gmail.com. Registration for public comment will be open on the first day of the month of the scheduled meeting and will close at 5:00 pm on the Friday before the meeting. The first 5 members of the public who register during that registration window will be permitted to make comments during the WINGS meeting. The next 2 members of the public who register in time will be alternates who may be permitted to comment, in order of registration, in case one of the first five commenters declines or does not attend the meeting.
