WINGS: Red Interdisciplinaria de Trabajo de las Partes Interesadas en la Tutela (2021-presente)
La legislatura aprobó el proyecto de ley 234 de la Cámara de Representantes en 2021, que ordena a la Corte Suprema establecer la Red Interdisciplinaria de Trabajo de las Partes Interesadas en la Tutela (WINGS) para proporcionar una evaluación continua de las leyes, servicios y prácticas relacionadas con la tutela y custodia de adultos de Nuevo México. La red está formada por una asociación de partes interesadas que incluye a dos personas protegidas bajo tutela, un familiar (no designado como tutor o curador), un tutor profesional, un curador profesional y representantes de los poderes ejecutivo, legislativo y judicial. En virtud de la nueva ley estatal, las obligaciones de la WINGS son las siguientes: A. identificar los puntos fuertes y débiles del sistema de tutela y custodia de adultos de Nuevo México; B. identificar las opciones de toma de decisiones menos restrictivas para las personas presuntamente incapacitadas y las personas protegidas bajo tutela y custodia; C. revisar las normas nacionales sobre prácticas de tutela y custodia y recomendar normas para su implementación en Nuevo México; D. proponer métodos para capacitar a los tutores y curadores en las mejores prácticas o normas que adoptan; E. recomendar actividades de divulgación, educación y capacitación según sea necesario; y F. actuar como mecanismo continuo de resolución de problemas para mejorar la calidad de la atención y la calidad de vida de los adultos que son parte o podrían ser parte pronto del sistema de tutela o custodia.
The Supreme Court appointed 24 initial members to the Working Interdisciplinary Network of Guardianship Stakeholders (WINGS) on August 3, 2021. After initial appointments, members shall serve staggered four-year terms and may be reappointed.

Public Involvement in WINGS
WINGS meetings are open to the public. The WINGS meetings for 2025 are a hybrid format (in-person and online). The meetings are broadcast live using a webinar format. Participants are able to view the live meeting on Google Meet. Please note WINGS meetings are not recorded.
Both written and oral comments will be accepted prior to and during WINGS meetings, based on the following rules:
1. Written comments will be accepted and distributed to the Network if members of the public submit their comments one week prior to the scheduled WINGS meeting. Please refer to the meeting dates below for the exact deadline for submitting written comments. Such comments should be submitted via email to: NewMexicoWINGS@gmail.com. Please include “written comment” in the subject line of your email.
2. Oral comments (public comments) may be presented during the public comment portion of WINGS meetings; however, such comments shall be limited to a total of 5 commenters and each commenter will be limited to 3 minutes for their remarks.
To make oral comments at a WINGS meeting, members of the public must send an email with their name, email and phone number and include “registration for public comment” in the subject line to: NewMexicoWINGS@gmail.com. Registration for public comment will be open on the first day of the month of the scheduled meeting and will close at 5:00 pm on the Friday before the meeting. The first 5 members of the public who register during that registration window will be permitted to make comments during the WINGS meeting. The next 2 members of the public who register in time will be alternates who may be permitted to comment, in order of registration, in case one of the first five commenters declines or does not attend the meeting.
